I tested my bandwidth and the results shows than my download speed is 674kb/s (its not Kb) and my actual download speed is 380 to 450 kb/s when downloading a file even with Download Accelerator Plus! Why is that so? ( F.Y.I the file i used to test my actual download speed is my local file)

There are a myriad of factors that impact your download speeds.
To name a few:
Distance, number of connect points (referred to as hops), server utilization, connections to server, router efficiency between you and the server, your system load, and so on.
http://speedtest.net is a good test of what your connection is performing in real time.
Kb and kb are the same thing.
KB and kB are the same thing.
KB and Kb are different.
kB and kb are different.
KB= Kilo Bytes. As does kB.
Kb= Kilo bits. As does kb.
B=Byte
b=bit
1 Byte=8 bits.
Reply:Try http://www.speedtest.net to make sure of the speed. They are very accurate. Click the gold triangle. (it's the closest server to you so it will give accurate results.)
Reply:Depending on the site you are running against, there is a lot of overhead that uses bandwidth. The handshake can take as much as half the speed. It is dependent on the service protocol handling, and the server handling of packets. If the server is not big enough to handle all the connections it has, the speed will drop for all current connections.
Reply:Depending on what exactly you're downloading it'll vary, but you'll never reach that. I've got more than 14mb/s down and even from direct downloads I don't get over 1mb/s down. ~400kb/s is a pretty great d/l speed in my opinion.
